I have the honour to subjoin for the informa→ -tion of His Excellency the Officer Administering the Govern- -ment the following telegram despatcheả through the Hengkong and Shanghai Bank to H. B. M's. Chargé d'Affaires at Peking on the 7th. instant, relative te the action of the Kwangtung Authori... -ties at Canton in again attempting to impose under the guise of a tax on raw opium and which my Committee consider is calculated to interfere with British interests in this trade:-
"Communicate the following to British
"Minister, Peking, from Chamber of Commerce, Hongkong.
"Kwang Tung Authorities imposing tax on "prepared opium but collected from and guaranteed by raw opium "dealers who must take out new licences collection to be farmed *out Chamber of Commerce Hongkong consider this breach of "Additional Chefoo Convention request you consider question "make representations Waiwupu have referred the matter to *British Consul who rules no breach similar tax being placed "on native opium Chamber of Commerce Hongkong dissent regula- "-tion comes into force 9th. May, have advised fully by mail *request suspension until full advice received Hewett Chairman'
My Committee are addressing H. B. M's. Charge' d'Affaires fully on this question and a copy of this Chamber's communication will be forwarded to you in due course.
